I am leaning toward the hoax explanation.

Looks to me like the guy has achondroplasia (dwarfism) and the fact that the top of his head is at the same level as a light switch supports that theory. Yet, when you go to the eSORN link (http://www.esorn.ag.state.oh.us/Secured/p23.aspx?oid=13753), they have the dude listed as 5'7" and 170 pounds. Either the office where this picture was taken is designed for folks suffering from Acromegaly (gigantism) or this is not an 'accurate photo of this offender'.

Sounds to me like someone at the Ohio AG's office was just playing a little CYA without actually looking in to the issue.

That's a fake. The skin doesn't even look real. Granted the photos of the man when he was younger are real, his face wouldn't have changed that much over time unless he had some disease. By looking at the child photos, it sure doesn't look to me like he has a disease that would make a face look like that in time.
