Not part of a main cast, but a character that appears off and on throughout a series. I'll throw out a few.
On The Simpsons:
Comic Book Guy
Jack Gellar (Elliott Gould)
Harry the Hat
Buddy Ryan (John Astin)
Bob & June Wheeler (Brent Spiner & Annie O'Donnell)
Just some to throw out there. Every series has them, as long as the series has a decent run. Who are some of your favorites?

Ernest T Bass. And I didn't realize that Howard Morris passed away this past May. He was a great comedic writer who got his start on the old Sid Caesar "Your Show Of Shows", along with Imogene Coca and Carl Reiner.
Then there was Rafe Hollister
And of course the Darlin' family headed by Denver Pyle.

I loved John Astin as Buddy Ryan on "Night Court"--"I'm feeling much better now."
"Night Court" was a comedy that never received much respect. It served one purpose only, which was laughter. It never failed.

Flagg: Okay, pipsqueak, what tipped you off?
Radar: Well, you don't look anything like you, sir, and since you're a master of disguises, I figured you were the only one who couldn't look like you that much.
Flagg: I'll buy that, for now. But if you ever cross me up, you're gonna get a Number Eight.
Radar: What's that?
Flagg: Have you ever heard of the Malaysian Chest Implosion torture?
Radar: No, sir.
Flagg: Good! 'Cause there's no such thing... yet.

Otis the Drunk from "Andy Griffith" and Barney the Drunk from "The Simpsons." There just aren't enough blatantly drunk characters on TV.

Enest T. Bass and the Darling family on Andy Griffith. Those were the funniest episodes of that show. I think Bass was on only 5 shows,but it seemed like more.

For my favorite, I'll have to go back to The Gong Show...
Terrance and Philip from South Park always make me laugh out loud, even when no one else is around.
So does Leopold (Butters) Stotch.
Nelson Muntz from The Simpsons reminds me of about two dozen kids I went to elementary school with.
I used to always envision myself as a recurring character on The Facts Of Life. I always showed up when Tootie was feeling lonely. After that, I would visit Jo and then sometimes Natalie. I wouldn't give Blair the time of day.

No discussion of Andy Griffith supporting characters would be complete without a mention of Daphne and Skippy, the "fun girls" from Mount Pilot.
And let's not forget Mr Carlin from the old Bob Newhart Show.
Mr. Carlin: I had an incredible crush on her in high school... I used to kiss her locker.
Emily: Did you two ever go out?
Mr. Carlin: No, it was bolted to the wall...
