If so that looks like Brandon Claussen except they flipped the image and made him look right handed. His number is backwards and so is the Reds logo on his jersey.

You're right... it is Claussen, but I can read the number fine. Odd.

I'm trying to determine who is behind him.

Edit: Looking at the date in the caption, I went to Retrosheet to the 9/15/04 game and Claussen was the SP and Hancock did not make an appearance. After looking at the box, I was a that game. I remember thinking, "this will be Anderson Machado's only career IBB." I was wrong. He had 2.

It's certainly Claussen. I did my best to blow up a clear image of his face, its not that great, but its obviously not Josh Hancock:

Although the Reds logo is backwards, his number, oddly, isn't. I flipped the image around in Photoshop, and noticed that in the second and third frames, you can see that the Reds logo is facing the correct direction, but the numbers are backwards. It's very odd. Either way you flip it, something is backwards:

Also, in the image I focused on the numbers, you can see that the "C" on the hat is facing the correct direction, and that is either Lopez or Olmedo behind him, at Short. But the numbers are backwards. I'm guessing it was a screwed up jersey, unless I'm really missing something obvious here.
