A player could be on the 40 man roster, but not on the Spring Training Roster.
Likewise, a player could NOT be on the 40 man roster, but still be on the Spring Training Roster.

Examples:
Grandal is on the 40 man. He is no longer on the Spring Training Roster.
Willis is not on the 40 man. He is still on the Spring Training Roster.

There is no such thing as a Spring Training Roster. Does that help?

Grandal *is* on the 40-man roster: http://cincinnati.reds.mlb.com/team/roster_40man.jsp?c_id=cin
He is no longer in the major league camp. Because he is on the 40-man, you'll notice he got *optioned* to double-A. [Same as Thompson and Valliquette. Others on the 40-man roster will also be optioned back to the minors until the Reds break camp with their 25-man roster.]
Players not on the 40-man have either been invited to camp as a non-roster player (the Reds have no obligations to retain the player at the end of camp, and have the option of flat-out releasing the player) or as a player on a minor-league contract (such as Willis and Hermedia, who will stay in the Reds organization whether they make the big league team or not). When one of these types of players is dismissed from big league camp, they are *assigned* (not optioned) to the minor leauges.
Thus: the number of players in the major league spring training camp is completely independent from that 40-man roster. The only time when you need to ponder the 40-man roster at this time of year is if one of the non-roster invitees or minor-league-contract players performs so well that they earn a spot on the Reds 25-man roster for opening day. At that point, somebody would have to be removed from the 40-man to add the NRI or minor leaguer.
The easiest for-instance I can think of is Dontrelle Willis: he's signed to a minor league deal (not on the 40-man roster), but is doing well enough and still in camp (so he's still on the spring training roster). If the Reds decide to keep him on the big league roster for opening day, they will purchase his contract from Louisville, which will require making room for him on the 40-man roster; a logical move would be to waive Danny Ray Herrera (another lefty reliever), who would then be available to other teams, and would only be returned to the Reds, now on a minor league contract, if all other teams pass. Willis would also then be placed on the 25-man roster, while more than likely Matt Maloney would be optioned to Triple-A to make room.

I really feel like I should know this, but I think you might have my answer. As you mentioned the whole Grandal being optioned instead of assigned. Does that take away one of his options. Like with Bailey who is now out of options or how does that work with Grandal?
