Players tend to wait until the Aug. 15 deadline.
Sounds as if Stephenson will go down to the wire.

Really will be disappointed if we do not sign Stephenson. The 28th pick in next year's draft wil not yield a talent that is half as good as Robert Stephenson. He has true # 1 potential, not often you have this good a chance at signing a guy whose fastball sits at 94-95 and has a sharp 12-6 curve

The top-15 protected thing applies to free-agent compensation, not unsigned picks. Any team that doesn't sign a first or second rounder gets a comp pick in the next draft. (That is, as long as the pick in question wasn't itself a comp pick for not signing a draftee last year.) So the Reds would get 27A next year if he doesn't sign.
