Topps, the sole owner of the MLB license to produce baseball cards, makes a lot of throwback and reprint cards these days. For instance the 2011 top 60 cards of all-time and the 2011 "The cards your mom threw out" reprints.

And this set below:

Check out the lineage checklist for the Reds. See anyone missing? He's also missing from the other reprint sets I mentioned above.

Exactly who is MLB and Topps punishing when they don't allow Pete Rose to be included in these sets?

I am seriously considering investing in Photoshop, a laser printer and some card stock and making a Pete Rose card for all these sets they are leaving him out of. I'll number them out of 100 and sell the other 99 on eBay and hope MLB and Topps don't come after me for violating their copyright/license.

Looks right to me

Pete is not included for the same reason Bonds is not included

Neither are members of the MLB, MLBPA, MLBAM, Cooperstown Collection, or National Baseball Hall of Fame

Topps can not use a person unless they are a member of at least one of the above

Rose and Bonds opted out of the MLBPA, they were not kicked out
