We all know Stephenson will be good, so it's hardly a risk to call him underrated -- unless you want to say he's going to win a Cy Young.
Tough question, but for me the guy who's raised his stock most w/out getting much public acclaim is Mejias Brean. Very impressive the way he has been grinding in the second half.

FIP in the minor leagues is pretty useless to me. I am a big numbers believer, but FIP is built around things that work in the Majors. They work in the Majors because at that level, the guys in the 15-85% range of the league are all pretty close in overall talent (with the bottom 15% and top 15% being separated from the rest quite well). In the minor leagues though you don't always have that in a given league.
With that said, I have been saying for a while now that Stephens is a guy that people should be talking about but aren't.
