How they are doing depends on what their draft strategy is. I could be wrong, but it appears to me that the Reds are putting more emphasis on Latin players in the last few years. Thus, there is less need to sign the lower round, long shots to fill out minor league rosters. If I am right, then the Reds are opting for quality over quantity in the draft. They hoped to save enough pool money to lure one or two players away from college commitments. Since we don't know what is happening with negotiations, your guess is as good as mine as to how many the Reds will sign. My hunch is that the Reds will use all of their pool money and will end up with 27-30 signed.
As Doug pointed out, the Cardinals appeared to have a different strategy in drafting players that they felt certain would sign without need for a heavy financial incentive.
