I don't know if that's appropiate for a family forum. But he was in a public place.
Maybe he was cold?
The thing to keep in mind about that photo is that some of those people had booked lodging at 4-star accommodations.
Never book a vacation you can't bail out of.
BTW, I heard that a large portion of the cotton crop in deep South Texas was wiped out by Emily. Apparently, this is the beginning of the harvest season for cotton and farmers were only able to get about 20 percent of the crop out of the fields before it was blown down, soaked and ruined by the storm.
