To be on a list, a player must have rookie eligibility. To qualify for rookie status, a player must not have exceeded 130 at-bats or 50 innings pitched in the Major Leagues, or accumulated more than 45 days on the active roster of a Major League club or clubs during the 25-player limit period, excluding time on the disabled list or in military service.

The list goes through 20, and has a write up on each prospect.

Almost all of these reports are from the pre-season list, which is a real shame. The only ones updated are the draft picks.
It's really a shame that they make a big tv production out of this, and plaster it all over MLB.com and all of the team sites, then post scouting reports that are now 11 months old.

The rankings seem pretty suspect as we'll- particularly after Blandino (#8).
It seems like there is far too much stickiness from their previous rankings.

Maybe this was posted somewhere else, but buried in that article, they imply that Garrett might be doing baseball full time now.

Cincinnati was excited by Garrett's potential when the club gave him $1 million to sign in 2011. It looks like the Reds are about to get a true look at what he can become.

I have real problems with this list after #6. It does not appear that much work went into creating this list after the Top 6.

Yea, this list is completely meaningless. It's just for page-clicks.

MLB.com list is garbage and lazy. So called experts my butt, bunch of overpaid pundits. I don't use them as a reputable source anymore.
