I wouldn't call acquiring Thome and Vasquez "risky" -- they're both well-established players who were available because they made a lot of money. Give Kenny Williams a mid-market team and I doubt he'd make those deals.
Both guys were coming off of pretty bad years and some people were questioning whether or not Thome would ever get back to his former levels. Also, until this season, the White Sox were I believe around $75m in terms of their payroll.
But take a look at the guys Williams has acquired in recent seasons:
Most of these guys were either coming off slumps or were character issues with their previous teams. Williams tends to target guys who are high risk/high reward guys and managed to catch lightning in a bottle with these guys last season.
So far, it's working pretty well for them this season.
