Tyler Pelland was moved to the bullpen earlier this year. It was a move that was widely considered to be fate as it's been speculated he was used as a starter for the sole purpose of getting more innings to work on his stuff and build up his strength. The story on Pelland is the same as it was in the past: He lacks control and is very streaky. If you think Jekyll & Kyle is bad, take a look at Jekyll & Ty.

If you remove two of his most recent outings, you can bring his ERA down to an impressive 3.12. Pelland is a lefty with heat, so he'll get plenty of chances, but he still needs to work on his poise, command, and control. He's got a lot of time to do it, though, since he's only 23 years old and in AA.
