I think it depends on the quarterback personally. Vince Young and Michael Vick may have more success with a shabby offensive line, while Peyton Manning would have a career similar to Tim Couch if he had the Browns O-Line while Couch was there.
Couch really was doomed from the get-go. He was going to an expansion franchise as a rookie, which generally does not work well. Not to mention he didn't have that great of a field awareness compared to a Peyton Manning or Tom Brady.
