Even in a 15-team league, extra TEs are fairly useless. I'd rather use the roster spot on a starting quarterback with upside. You'll be able to find an adequate substitute TE during Witten's bye week.
If Jackson doesn't work out, Brodie Croyle would be your other option. If he wins the starting job in KC, you might consider dropping Culpepper, who I think is done.
The only reason I picked up a backup tight end because everyone else in the league had backup tight ends. The tight end situation is more desperate than the quarterback situation.
