One guy on Spitball's list stands out above all others. I would sign this guy without hesitation, without a medical evaluation, without anything. He's never gotten above Double-A, having been buried in the Indpendent Leagues and then the Yankees system.
I'm speaking of Scott Patterson, rhp (Yankees).
Find four other guys like him, and you'll be able to put together a good bullpen at the major league minimum, the same way the Angels did in 2002. That sort of thing leaves plenty of money to gobble up players in other areas.
Other guys on the list worthy of a minor league contract with major league incentives, if healthy:
Larry Bigbie (Braves)
Jesse Foppert (Giants)
