I agree with most of that. But not on Affeldt. I think it's got to be Belisle. If for some reason Matt's not ready, then use some stop-gap with Lehr or Shearn.
I also disagree on Jared Burton. He's thrown for just over 8 innings so far and he's allowed 4 runs & 7 hits. But he's also only walked 2 and struck out 13. He's getting a high ground out rate too. Before these last 2 games he pitched in Chicago his ERA was very nice under 3. No, he deserves more time. Lots of it. He'll be fine.
As for Phillips leading off...I'm not sure if that's a great fit for him, but it's certainly worth a look IMO.
Fogg and Affeldt should be the long relief men helping ease the transition for Cueto & Volquez.
Pitching and defense...anything else is gravy. Mmmm...gravy.
