Strikeouts are the ultimate result for a pitcher because they don't rely on any defense. They are a great indicator of dominance and success. It's extremely rare for a reliever to be effective without strikeouts.
Additionally, using ERA is a poor way to judge a pitcher due to short outings, inherited runners, etc.
