If Chapman makes the rotation then I would go with:

Harang
Cueto
Arroyo
Bailey
Chapman

I think Baker also wants Arroyo at #3 because it splits up him and Harang and gives them a maximum of 2 young pitchers in a row before you get back to a veteran.
