You may be right, mth. According to the organizational PDF from Ramsey, Carson, Carlson, and Walker were all designated "restricted" weeks ago; maybe the organization knew they weren't reporting.

Carlson is the only one of the four actually visibly listed on a team's roster page (Carolina); the others all have to be looked up by name. I may have been inadvertently conflating the "reserve list"- which does not indicate a player has retired- with the "restricted list", which is where players that voluntarily retire are placed. The latter is called that because players who voluntarily retire and aren't free agents cannot sign at will with another team.
