The other program offered me a partial scholarship, which would bring the total cost of the program down to roughly 50k, but is not as highly rated although it is well thought of locally. The secret to picking a grad program is finding the best fit for your goals. Go with the one the best allows you to argue that your training has made you uniquely qualified to do what it is you truly plan to do.
After figuring that out then it's a matter of what your life situation will allow.
