Teams can get in a lot of trouble for trying to circumvent the slot system. It has been suggested that there might be loopholes (for example, overpaying a family member for a useless role in the organization and having said family relay the money to the player), but MLB feels like they have it all shored up. If a team is caught, there could be some "harsh" penalties. There has even been some talk of teams looking for ways to break federal laws.
