IMO, this signing means that JJ Hoover starts the season in AAA unless some one comes up lame.
Firstly, I doubt an arbitrator would give the major league minimum to an arbitration eligible player with decent stats.
Secondly, agreeing to a deal with an arbitration eligible player just means you weren't willing to release him.
