Going with Lotzkar here. At every stop in the minors, he's struck out more than a batter per inning. So, if he's healthy (a big if), there's something electric about his arm.
Plus, we're sitting at No. 16 in the poll. Instead of projecting fringe bats, I'd much rather go with the guy who has talent in his arm and is relatively close to the majors. It wouldn't surprise me one bit if we see him contribute this year in the bullpen or be used as a mid-season trade chip.
Easy choice at 16.
