I believe you are correct. The Cowboys wore their blue jerseys at home through the 1970 season, but after they lost Super Bowl V as the "home team" to the Colts, 16-13, and then won Super Bowl VI as the "road team" over the Dolphins, 24-3, I think the Cowboys then adopted their white jerseys as home jerseys, prompting the Redskins to use their white jerseys when they played the Cowboys in Washington.
I've always thought that the black jerseys fit both the Raiders and the Steelers, given their style of play over the years, especially in the 1970s.
