They are grown men and women and make their own decisions. No one did anything about it before Vince and you don't hear them be blamed. I'm not a McMahon apologist, I think he's a snake, but it's not within the realm of reality to blame him for guys overdosing or having heart attacks because they are on the juice.
As far as "juicing" goes -- Vince, historically, has favored promoting the "bodybuilder" looking wrestler (even started a "World Bodybuilding Federation" that failed a long while back). I would imagine that the interenal pressure on wrestlers working for the WWF/WWE over the years has been huge to "bulk up" and get bigger in order to have a better chance of moving up the card.
They might be adults making decisions, but they also have careers to think about.
