I think you are vastly overstating that number. There are scouts out there right now that would tell you that Robert Stephenson only has a 20% chance to be a #3 starter in the bigs. And he has much better stuff, is further along in his development and has shown his stuff translates against other professionals.

There are also high contact hitting back-up outfeilders who a coach can bring him off of the bench in a "make contact" situation as a pinch hitter. Like you said "He just has what guys want for their bench guys." What is special about a bench guy? What potential surplus value does a bench guy bring to the Reds?
There aren't exactly a ton of guys out there who can play center (and by default also bring speed to the table) and hit for some sort of average. We are on prospect #26. Not prospect #6. When we are at #26, a guy who could be a quality 4th outfielder is of plenty of value.

At the end of the day, I simply don't get voting for Constante before voting for Romano. If you want to vote both guys ahead of Smith, I can get that. I don't agree with it completely, but I get the argument. But I can't get the argument that Constante > Romano.

Contreras should have been selected long ago. Will be a major league reliever.
