Schools will use Title IX as a convenient excuse when they cut men's programs like wrestling or track and field. What they really want is to divert those resources to football and men's basketball. Athletic departments aren't required to spend equal money on men's programs vs. women's program, otherwise no one would be in compliance. For example, it obviously costs schools much more to equip the football team and host the games than it does their softball programs.
