Marshall apparently not quite ready.
Reds already used Chapman, Lecure, Simon, Broxton.
That leaves Hoover.
It pretty much has to be Marshall not being available why Hoover is in. Parra pitched 2 innings last night.
It's Walt's responsibility to place someone on the DL if they're unavailable. I'm sure if Marshall could go, Dusty would use him.
