Unless you count last season (.474) I doubt it. Last season though is good for 60th all time. The problem is that pitching is trending upwards and improving all the time. It's a lot harder to get an OBP as high as it used to be.
For example the highest non-Votto OBP last year was Joe Mauer with .416.

Votto didn't have enough PAs to qualify for the "record" in 2012. OBP was awesome though.
