In a perfect world there would be no save stat, so no pitchers wanting to have defined roles and you could use your best guys in the highest leverage spots no matter what inning.
Basically, the concept of the modern closer is kind of a scam. It's unnecessary. The first manager with the stones to pull all his pen guys together in the spring and work out a system like this and have the guys buy into it would be the next great inefficiency being taken advantage of.
