I don't think so. Alcala was darker skinned than that. He had same skin tone as Little Joe. I'm sticking with Mario Soto.

Santo was 6'5" tall. Mario was 6" tall. The guy in the background looks about a foot taller than Little Joe. Pictures can be deceiving for heighth, but Joe and this person are not too far apart from each other.
I truly think it is Santo. The face and chin when compared to the pictures you gave us of Santo and Mario (with the heighth) convince me of it.
