I know teams used to sometimes play on that Thursday
What I don't understand is why they couldn't wait until later in the night to play. The Cards played the Angels late into the night Pacific time, and the Cards play tonight Central time. Yet it was too much for the Giants to play what would have been a EST night game and then come home for a PST night game?
Was the field in awful shape?

I think it's something about a 2 time zone travel, although they probably could have played around 7:30, if the field was ok.
I think its buried in the CBA, ARTICLE V—Scheduling as to what they can and cannot do.

Here is the provision. Pretty much no games are allowed during the all star break. I would assume special permission would have to be given by the players union and commisioners office to make up this game on July 18th. I doubt that happens.
(18) Club championship season games shall not be played during the All-Star break. Further, any workout scheduled by a Club for
the off days immediately following the All-Star Game shall be voluntary. No game on the Sunday night prior to the All-Star Game
shall be played in a location more than one time zone from the location of that year’s All-Star Game and no Club shall be scheduled to
play the Sunday night prior to the All-Star Game more than once
during the term of this Agreement, except as shall be necessary to
fulfill existing contractual or promotional commitments; provided
further, however, that in no circumstance shall a Club be required to
play in two consecutive years in such game, or be required to play
more than twice during the term of this Agreement.
