Assuming Cozart was the greatest defensive shortstop of his time, he MIGHT be worthy of a starting spot on an MLB roster as a 8 hole (9 hole in AL) hitter. With his numbers, that's the only way you can justify him even being in the big leagues right now. And the thing is, he's not elite with the glove. I'd say he's very, very good, but nothing to justify the shortcomings with the bat on a contending team.
I understand the Reds are a little depth-challenged at the highest level of their farm system right now, but if they had anyone close to being ready, would Cozart even be in Cincinnati right now, much less batting 2nd???
Rounding third and heading for home...
NL average OBP for #2 hitters: .315
Top 5 MLB teams in #2 OBP: combined 29 games under .500
Bottom 5 MLB teams in #2 OBP: combined 2 games under .500
Maybe it isn't as bad as it seems.

Everything is perfect, but there is a lot of room for improvement. --- Shunryu Suzuki-roshi
Brandon in slot two with Frazier in slot four
Then we can complain about slot four during down times and a catcher/cozart/pitcher combo
Lineup needs some more consistent abs almost everywhere

I would like this idea if the Reds had six good hitters. But with four (assuming you include Phillips, which is debatable) you might get a small upgrade -- but then the five through nine spots in the lineup would be pretty bad and all in a row.
To me, the main point is that the front office decided to go with subs to replace Ludwick and have paid the price. As I've said before, great teams don't sit still when a key man is hurt early in the season. You find a way to get somebody.
Other point is that Hanigan really can't hit at this point and Mesoraco has to play more. He had back spasms or he would have played one more game this weekend.
Reds are going to have to make some changes next year. This group, particularly the RHH, aren't consistent bats.
So change the batting order, sure, Cozart shouldn't hit second, but at least one more bat is needed and maybe more -- however you arrange the guys.

If you think this is a slight upgrade, we have no disagreement.
If you think this is a major upgrade, there's a disagreement.
Philliips has a .735 OPS, below .600 the last thirty days.
And what happens after Bruce is finished hitting? I guess the fans can take a long bathroom break because nobody very good will hit for the next couple of Reds innings.
It's fine, but there is no true easy fix. The real fix is better right handed hitting on the ballclub.
