Phillies Designate J.C. Ramirez For Assignment

The Phillies announced that they have designated right-hander J.C. Ramirez for assignment and selected the contract of Zach Miner from Triple-A Lehigh Valley.
Ramirez, 24, made his big league debut with the Phils this season. After five scoreless appearances to open his career, however, Ramirez allowed runs in his next six outings, totaling 13 runs (11 earned) in 8 2/3 innings of work. In 797 1/3 career minor league innings, the Nicaragua native has a 4.36 ERA with 7.3 K/9 and 3.6 BB/9.
Placido Polanco placed on waivers.
Anyone think he would interest Walt? Sketchy defense, but even with the decline in numbers since going to Florida he is still very good against LHP. Seems like the type of guy Walt/Dusty love and maybe going to a talented team would get him going.
Don't think he can play second anymore though so maybe Cesar has to stay.

Yankees Designate Thomas Neal For Assignment

The Yankees have designated outfielder Thomas Neal for assignment, reports MLB.com's Bryan Hoch (via Twitter). After a brief call-up, he had been optioned to Triple-A by the club last week to make way for Alfonso Soriano.
Neal received only thirteen plate appearances over four games with the Yankees this season after signing a minor league deal over the winter. Across 297 Triple-A plate appearances, Neal was producing at an attractive .325/.391/.411 clip. Once a highly-regarded prospect with the Giants, Neal is still only 25 years old.

Cubs Designate Julio Borbon For Assignment

The Cubs have designated outfielder Julio Borbon for assignment, tweets Carrie Muskat of MLB.com. A corresponding roster move will come tomorrow.
Borbon was picked up off of waivers from the Rangers back in April. After 117 plate appearances this year, his triple-slash line stands at .192/.276/.260. He has also stolen seven bases. The 27-year-old Borbon was a trade candidate back when he was designated by Texas, and ultimately was claimed by the team that then had the second-highest waiver priority. After his poor run in Chicago, however, it seems unlikely that he'll draw as much interest this time around.
White Sox to release Dewayne Wise ..
MLBTradeRumorsThe White Sox have requested waivers of Dewayne Wise for the purpose of granting his unconditional release, according to Mark Gonzales of the Chicago Tribune (via Twitter). Wise appeared in 30 games for the White Sox this season, slashing .234/.258/.328 in April and May. The outfielder has been on the disabled list since June 2nd.
Wise, a veteran of eleven big league seasons, owns a career slash line of .228/.264/.381 for the Blue Jays, Braves, Reds, Marlins, Blue Jays, Yankees, and White Sox. The 35-year-old re-signed with Chicago on a minor league deal back in November which marked his seventh minor league deal in three seasons.

Diamondbacks Designate Tony Sipp For Assignment

The Diamondbacks have designated Tony Sipp for assignment, according to Nick Piecoro of the Arizona Republic (via Twitter). The move will create roster space for right-hander Brandon McCarthy.
Sipp, 30, had a 3.86 ERA on the year with 10.2 K/9, 5.0 BB/9, 1.10 HR/9, and 28.1% groundball rate in 32 2/3 innings this season. He was drafted in the 45th round by the Indians in '04, joining Arizona in the December 2012 three-team deal involving Shin-Soo Choo, Drew Stubbs, Didi Gregorius, Trevor Bauer, and others.

Placed On Waivers: Saturday

The Dodgers have placed reliever Brandon League on waivers, according to Nick Cafardo of the Boston Globe (via Twitter). League is obviously a notable name that could draw interest from clubs seeking relief help, but his contract could be a deterrent. League is owed $1.5MM for the rest of this season, $7.5MM in 2014, and $7.5MM in 2015 with a vesting player option for 2016.
Quick Questions:
I read the MLB Trade Rumors site about how the waiver deals work, but I need a little clarification.
Okay, say hypothetically, Walt is able to brain wash Loria to agree to trade us Stanton by the dealine. However, knowing that he would not likely make it to our claim, how could it happen?
First, say the Cubs offer a trade and Loria refuses it, does a Stanton trade go to the next team with a claim or does he have to be pulled back?
Second, say the Reds put Heisey on waivers. Since Walt has brain washed Loria, the Marlins make a claim for Heisey. Would the teams then be able to negotiate a blockbuster trade for Stanton involving say guys on the 25 man roster?

If a guy is claimed, he either has to be traded to the team with the worst record that claimed him, be pulled back, or in the case of Alex Rios a few years ago the team could also simply just let him go to the team that claimed him.
Stanton would never make it to the Reds in the waiver process, but hypothetically lets say the Reds are the only team to claim Stanton and the Marlins are the only team to claim Heisey, yes they could be traded for each other.
Generally teams try to pass as many guys thru waivers as possible early on in August.
