A video or a GIF? They are two very different things.
I hate GIF's. The entire premise is stupid. They are large files than videos are and worse quality. It makes no sense to me how they got to be so popular.
To post a Gif, act as if are posting a picture. Click the add image button, use the fron URL option without the download button.

As Ohayou said, GIF's are not videos. They are images.
Videos are usually from youtube or vimeo (though other places do have them, but those are the two biggest places).
