True again but then the list is still mighty long with pretty much every school below the Mason Dixon line "holding on." It's also more of an indictment of the universities not admitting African Americans until the mid 60s than the programs denying them the opportunity to play. After all, you can't play someone who isn't admitted to your school. Even schools that had African Americans playing more than likely had quotas on how many could play at one time and what positions they could play.
