Now that the World Series is over when can they start extending these offers or deciding not too? Isn't it just for a few days after the WS that teams can do this?

The deadline for a club to make a qualifying offer to any of its qualifying free agents is 5 p.m. ET on the fifth day following the conclusion of the World Series. A player has until 5 p.m. ET on the seventh day after receiving the offer to accept. If he does so, it takes him off the free-agent market and keeps him with his 2013 team.

Thanks. So Monday at 5 pm is the deadline for QO's. I would think we would know something about Arroyo and Choo in the next couple of days.

On Arroyo, my guess is he's gone. But if they keep him, I think it will be a consensual deal and we'll know very soon.
There are three choices I see:
1. Reds give Arroyo full blown three year deal to keep him off the market. Reds won't do this, too much aggregate money.
2. Reds make no agreement with him and give Arroyo a $14.1 million qualifying one-year offer. Can't see the Reds doing this, it's a lot of money and would dent the 2014 budget.
3. Reds and Arroyo compromise on a two-year deal at or under $20 million. I see this as the most serious option. I'm guessing Arroyo won't do it and would rather play the market.

2014 MLB Free Agent Tracker And Important Dates

Players with at least six years of Major League service and no contract for 2014 are eligible to become free agents as of 8am central time today, October 31st. That marks the opening of the Quiet Period.
The five-day Quiet Period ends at 10:59pm central time on Monday, November 4th. During the Quiet Period, free agents may talk to any team about either side's interest, the player's potential role, the advantages and disadvantages of playing for that team and city, and length of a potential contract, guarantee provisions, and no-trade provisions. A free agent may not, however, negotiate terms or contract with a new team during this period. He may negotiate terms and enter into a contract with his former team.
During the Quiet Period, the former team may tender a qualifying offer, which is a guaranteed one-year, $14.1MM deal for 2014. Qualifying offer decisions by the team are due by 4pm central time on Monday, November 4th. Additionally, option decisions must be decided by the end of the Quiet Period. A large majority (all of them last year) will be resolved by 10:59pm central time on Saturday, November 2nd.
Once the Quiet Period ends Monday night, free agents can negotiate with any team.
A free agent has until Monday, November 11th by 4pm central time to accept a qualifying offer. Any player who accepts is considered signed for 2014. If a player declines a qualifying offer, his former team becomes eligible for compensation if the player signs a Major League contract with another Major League team before the 2014 draft. The former team receives an amateur draft choice as compensation, while the signing team forfeits its highest available selection and the accompanying bonus pool money in the draft.
I was unaware of this. That's interesting as it can allow a player to gauge what the market may look like for himself. I wouldn't say that's a given, but it could well be that Arroyo or Choo will have a good sense of where they'll be placing.
I'm still inclined to make the qualifying offer, although I fully understand with Arroyo there is a risk that he'll accept, further complicating our rotation next year. Then again, who'd have ever thought the Cincinnati Reds would have more starters than they can use?

Tomorrow afternoon is the qualifying offer deadline. Choo 100% will get an offer, Arroyo less than 20%. No way can the Reds afford to take a chance of Bronson accepting the offer.

Tigers Won't Make Any Qualifying Offers, Don't Expect To Re-Sign Peralta

After introducing new manager Brad Ausmus to the press today, Tigers GM Dave Dombrowski chatted with members of the media, including Chris Iott of MLive.com. Among the information he chose to reveal is that the club will not make any qualifying offers to players eligible for free agency, and does not expect to re-sign. (Twitter links.)
While none of the Detroit free agents were obvious QO candidates, there were arguments to be made for second baseman Omar Infante and perhaps shortstop Jhonny Peralta and closer Joaquin Benoit. With the news, those three (and the rest of the Tigers' free agent crop) can enter the market without being hindered by draft pick compensation.
While it's not looking good, I'm still holding out hope that the Reds won't go quietly into the night. Make both players a qualifying offer Bob!

The Braves will extend a qualifying offer to catcher Brian McCann, MLBTR's Tim Dierkes has learned (Twitter link). The move doesn't come as a surprise, as McCann figures to be one of the top free agents available on the market this offseason and has no reason to consider accepting a one-year, $14.1MM offer.

9:07am: The Red Sox are unlikely to extend a qualifying offer to Jarrod Saltalamacchia, MLBTR's Tim Dierkes has learned (Twitter link).
9:18am: WEEI.com's Alex Speier agrees with Dierkes' report and adds that Mike Napoli will receive a qualifying offer. Napoli batted .259/.360/.482 with 23 home runs this season, silencing doubts that the avascular necrosis (AVN) discovered in each of his hips last season would lead to an early decline for the slugger. Following a strong season that proved his health, Napoli is a lock to reject that offer and test the market, though he could still re-sign with Boston.

Arroyo has been a very dependable pitcher, but his age and stuff makes that figure seem high, especially for a small-market team like the Reds.
Arroyo was 14-12 with a 3.79 ERA this past year, and has been very consistent. The Reds have a little depth in the rotation, but thhe real issue for them is the figure.
