Reds had a strict no facial hair policy at that time that ran down through the minors. My bet is that he is a bullpen catcher for a minor league squad.

It was Jose Pena. He was a pitcher for the Buffalo Bisons back in '67. You had the year wrong. His number was 32 and the face matches old photos. Do I win a cookie?

Thanks everyone. I laughed at George Anderson who said the other guy was Hyman Roth. I though the same thing. I wonder who that guy was as well. I wonder why my (deceased) Dad would want me to take that guy's picture as well. Thanks again.
