According to Baseball Prospectus' Larry Granillo, who tracks such things on his Tater Trot Tracker at BP, Hamilton rounded the bases in 13.8 seconds. It's the fastest he's ever timed a player circling the bases. Granillo has been timing all home runs, outside- and inside-the-park varieties, since 2010. Previously the fastest home run he'd timed was 14.02 by the Angels' Peter Bourjos in April 2011

The record for fastest time around the bases was set by Reds player Evar Swanson, of the Reds, who did it in 13.3 seconds.
Hamilton hit an inside the park homer where he went around the bases in 13.8 seconds.
The catch? Swanson set the record during a contest in Columbus Ohio, not during a game. His average time around the bases was a little over 18 seconds. Billy ran his 13.8 second inside the park home run in an actual game.
I think Billy could have a shot at breaking the record if he did it in the same way Swanson did. And I'm sure at some point someone has timed him going around the bases outside of a game. If he could do it in under 13.3, it'd be pretty cool to get some officials from Guinness to come time him during the 7th inning stretch of a game...or maybe sometime during the festivities of the 2015 All-Star Game.
As far as home to first, Mantle and Pinson were both timed at 3.1 seconds. Bo Jackson at 3.2 and Deion Sanders at 3.3. Mantle and Pinson's numbers were hand timed, and when you're dealing with tenths of a second it makes a difference. They were both probably a bit slower. Hamilton was timed at the Rising Stars game going from home to first in 3.5 seconds. One scout said he's timed him at 3.3 seconds before. In a game in the majors last year, he was timed at reaching first in 3.56 seconds.
Hamilton has also been timed at stealing second base at an average of 3.1 seconds, some scouts timing him at 2.98-3.03. which one scout said was faster than Rickey in his prime (about 3.04-3.1)
So, if Billy isn't the fastest player in history, he's at least pretty damn close.
