I've always hated seeing relievers warmed up quickly, then sat down only to be warmed up AGAIN. So bad for the arm.

Hoover's an important reliever because you can't only have three relievers to pitch in winning games. Terrible start, but maybe coming on now.
So Hoover needs to continue to get work and this is a good opportunity.
If Chapman warmed up, that's unfortunate, he could have used the rest. But I'm ok with this choice. Unless it doesn't work.
