Under the new Collective Bargaining Agreement, only draft picks in the first three rounds are “protected,” such that a team failing to sign the player receives a compensation pick in the following draft year. Because the Astros elected to use a non-protected, relatively early round pick on Nix, we can safely assume that selection was made with a high level of confidence that a deal could be reached.

Some proposals from Baseball America to improve the draft.

It’s past time for MLB to inaugurate, at the least, a medical combine. Take official measurements of players’ height and weight. Run them over 60 yards and get true times to first base for hitters. Pitchers could throw a bullpen, and players could even scrimmage—or not. Not every quarterback throws at the NFL combine, after all.

Most of all, every player takes a physical. (It also would be a good time for teams to give players psychological and vision tests, preferably standardized instead of 30 different ones.) They all have to pass a physical when they sign anyway, so why not just do it before the draft? Agents won’t like that idea, but it’s got legs. The current CBA already has language for a combine, but the follow-up has been painfully slow. The Aiken case should be the impetus for speeding up the process.
Move the draft to July’s all-star week. Inaugurate a combine at the end of June. Have the high school kids in one part of the week, collegians the next. Teams can have their meetings and then draft the two days after the all-star game. From a marketing standpoint, a shorter draft—making every pick more important—makes more sense. Twenty rounds should be plenty.

I like all those ideas. The draft shouldn't happen until after the college WS anyway. Why draft a guy then watch him get injured while not under your control?

The twenty rounds is probably too many, even. Not many players drafted after the 3rd round make it to the majors anyway, and if they do, they almost never make an impact. (Piazza and Pujols are notable because they are exceptions)

The Reds signed 28 players this year. 20 rounds is not too many. You need to fill the teams with guys, even if they may not have good chances of being big leaguers. Those are the guys that help the future big leaguers prepare and some of them actually turn into big leaguers themselves.

20 rounds seems fine to me. Then add an undrafted free agent pool for each team inverse to its record that includes international signings and undrafted US kids. Teams could sign any players not drafted or subject to the draft using that pool money. Want to put it all in the Latin market? Fine. Want to go after undrafted US players? Fine. Pick your poison. Make the dollars tradable, too. In fact, make the picks tradeable!

I'd be on board for these. Also, they should allow the trading of draft picks. Makes the draft much more interesting.

I prefer Boras model of the Mlb Draft only being 10 Rounds and everybody that isn't drafted can be signed as free agents at a base pay rate.

There are other ways of obtaining players than via draft. I'm sure the Reds could attract their share of non-drafted free agents, international signings, and so on to fill out the teams.

Agreed. 20 rounds for the Draft is plenty. The NFL makes good use of undrafted free agents. So could Baseball, if it really needed to fill out the rosters.

But maybe there is some policy for high schoolers, like you can only "sign" if you were drafted. Otherwise college players make up the undrafted free agent pool.

20 rounds is only OK if you sign all 20 picks

Actually the Reds have signed most of their top 20 for a few years now. What was this year? 17 or 18 of the first 20 picks signed? And if you had a pool for undrafted FAs they could compete for anyone after the first 20. With 20 picks there would be some real talent left to uncover

    Notes:
Compensation for unsigned 2014 #1 pick Brady Aiken
*The first ten picks are protected for the 2014-15 offseason, if one of those teams signs a free agent who turned down a qualifying offer.

*If two teams have the same record, the higher draft pick goes to the team that finished with a lower winning percentage in the previous season.
I believe it is actually the top 11 picks which are protected due to the Aiken compensation pick.
    http://www.mlbtraderumors.com/2014/0...015-draft.html
However, regardless of which team ends up having their pick pushed back from No. 10 to No. 11 to accommodate the Astros’ new selection, that pick will remain protected. That team, therefore, would only have to surrender a second-round pick in order to sign a free agent that turns down a qualifying offer.

This will mark the second consecutive year that the Top 11 picks are protected in the draft, although the reasoning behind the protection of this year’s No. 11 pick was different. The Blue Jays received the No. 11 pick as compensation for failing to sign 2013 No. 10 overall pick Phil Bickford, and compensation picks, by definition, are protected under the CBA.

    Re: Looking Ahead: 2015 Draft

At this point, I'd love to get a Top 11 pick, and land a talent like Daz Cameron or a top shelf true shortstop. Rest all the injured players to get them healthy for next year. Bring up guys like Rossmel Perez, Rey Navarro, and David Holmberg to see if they can perform at this level. Hopefully that is what we'll see happen 10 days from now.
