I have no idea why the players in the NFLPA don't cap individual salaries. Let's say the max is 15 million. In SF's case they would have an extra 12 million to spend on the 52 other players.

They didn't let him get out of town. That's how winners do it.

From Rotoworld with Rotoworld comments:
Vikings hired Eagles QBs coach John DeFilippo as offensive coordinator.
It's a coup for the Vikings, as DeFilippo had reportedly been "leaning toward" staying in Philadelphia after being passed over for the Bears and Cardinals' head-coaching vacancies. On the rise since a well-regarded showing as the Browns' offensive coordinator in 2015, DeFilippo has earned raves for his work with Carson Wentz. DeFilippo is inheriting excellent talent at running back and receiver, but doesn't yet know which quarterback he will be coaching in 2018. It stands to reason DeFilippo will employ some of the play-calling optimization techniques he learned under Doug Pederson in Philly.

How does a guy with less than 10 career starts become the highest paid player in the league?

I've heard the players are the ones who are against guaranteed deals. The theory being they would like the potential of more than the probability of less. I certainly can't blame the owners for not wanting them. Why pay a guy for 5 years when in all likelihood he only lasts 1 or 2?
The problem with deals that big, is the salary cap itself. At some point, a QB has to ask himself if he would rather have 30 million dollars a year for 5 years, with no one to throw to and no one protecting his blindside, or if he'd rather have 15 million a year, with a few targets to throw to and a halfway decent LT watching his back.
