I don't disagree. But the odds are at about 95%, even with DeSclafani's healthy history, that both are gone within a matter of days from each other.

    Thank you.

If the Reds send a player to Louisville on a medical rehab assignment (like DeSclafani), does that count against Louisville's total?

no - doesn't count towards their active list - so in theory they'd have 26 (or 27 if 2 players were on rehab assignment, etc.)

EDIT: Additionally, where I write service time - that means minor league service time. A minor league player accrues a year of "service time" for every season in which the player spends at least 30 days on an MLB and/or minor league active list and/or disabled list, unless the player spent the entire season on the Disabled List. Service time accrued by a player while assigned to a club or clubs in the Dominican Summer League (DSL) and/or Venezuelan Summer League (VSL) does not count when determining minor league roster limits and restrictions for minor league clubs in non-foreign affilated leagues.

And, also players on restricted lists don't count towards the reserve or active lists.

The Reds currently have about 300 players under contract, they'll be at/near their 325 player limit once they sign draft selectionss (and a bunch of releases will also happen around that time).
