Rays have designated Kean Wong, Kolton Wong's younger brother. Reds have had some success of late with mid 20's minor leaguers.

Kolten was a higher profile prospect probably because he was drafted in the first round out of college. Cardinals then rushed him to the majors as they usually do. Interestingly, Kean was a higher draft pick out of HS (round 4) than Kolten was out of HS (round 16).
Kean's minor league stats look good. Reds need LH bats. He appears to be positionally versatile. Unless he has two left feet, I see no reason not to pick him up. There are plenty of names on the current 40 that are not likely to be kept.
Though MLB mandates to their 30 clubs that no transactions are to be made in the month of October (so as to not take away from the playoffs aura), some transactions do take place - I.E. players are reinstated from their organization's respective minor league affiliates disabled lists back to their active rosters.
The Reds like every other club has done this, in addition they released one player on 9/30/19 - 21 year old RHRP'er Marvin Mateo, who was initially assigned to the Reds' AZL affiliate but missed the season due to injury. Mateo was originally signed as a NDFA in January of 2016 out of the Dominican Republic.

This went unreported but the Reds released Cassidy Brown a couple of weeks ago.
The 25 year old catcher was the Reds 12th round selection in 2016 out of Loyola. He hit .210 - .302 - .296 over his three plus years in the organization, topping out as an insurance catcher in AAA this season.
