Hard to tell kheidg. There are no scouting reports on any of them, no one knows how hard they throw, nothing.

Oscar Castro is 17 though and is puting up VERY good numbers. Problem is, no one knows the competition level, so the numbers dont mean much in this case.

Whats the process for something like this if the player is 'good'?

Castro is 17 and seems to be good as you said DD, but can we move him to A ball and see how he fares against 'real' competition?

Championships for MY teams in my lifetime:
    Cincinnati Reds - 75, 76, 90
    Chicago Blackhawks - 10, 13, 15
    University of Kentucky - 78, 96, 98, 12
    Chicago Bulls - 91, 92, 93, 96, 97, 98

Well first off, he has to get a VISA to play in the country, which at times can be a pain to get. If he were to get that, I would imagine he would probably start in the GCL, especially considering how yonug he is.
I dont know the full process on it all, but he needs a work VISA to play in front of a paying crowd, and well the organization needs to think he is ready for it. There have been a few guys in the past year or two promoted from the VSL team to the US teams.
