I know what the Reds farm teams are but is there a specific way players move through those teams? Is a player moving to the Sarasota Reds from the Dragons a move up, down, lateral or you can't compare? Thanks!

It depends, since there are two Reds Minor League affiliates in Sarasota. The GCL Reds are a rookie league team based there. Dayton is Low-A, which is higher than the rookie league. The Sarasota Reds are the High-A affiliate, which is higher than Dayton.

The only one I'm not sure if is which is higher in the Rookie Leagues, the GCL Reds or Billings?
I think the GCL Reds ( in Sarasota, FL) are the lower Rookie League
The the Billings Mustangs the higher Rookie League team
Dayton Dragons (Low A)
Sarasota Reds (High A)
Chattanooga Lookouts (AA)
Louisville RiverBats (AAA)
Someone correct me if I'm wrong on the Rookie league levels.
You are correct, except Louisville is just the Bats, not RiverBats
