IRS - Advice on Job Apps?

I recently saw an opening on USAJOBS.com for an attorney position with the IRS in Covington, KY. Does anyone work with the IRS or have any tips about applying for a job with the Service?
Wear gaudy colors, or avoid display. Lay a million eggs or give birth to one. The fittest shall survive, yet the unfit may live. Be like your ancestors or be different. We must repeat!

I did hear that if you work for the IRS you won't have to worry about overtime a day in your life because the place shuts down at 4:30 every day.
