I think it CAN work if the ownership group can promote it well and gear it toward the right audience...the entertainment value has to be there....the reason other leagues failed at US Bank Arena is because the ownership was clueless and couldn't gain the interest of the fans.
I actually went to see the Cincinnati Swarm while they were in Cincinnati. I went to the first game ever and US Bank Arena was about half full. It was pretty enjoyable but definitely different to say the least. If you read the article it says they are an AFL 2 team which is basically the minor leagues of the AFL. This is also what the Cincinnati Swarm were during there tenure at US Bank Arena.
