    I think I remember reading that Brian Peppers was actually pretty handicapped/mentally disabled. It was pretty sad considering how hilarious his mugshot is.

    Yeah, he's a mess. My friend from law school actually saw him in person a few times working down at muni court in Toledo. Says he looks even stranger in person.
