I rarely say this, but Hines Ward deserves anything he gets. And when he whines like a little baby, I am going to say, "Hey, it's football you sissy- clean hits are part of the game."
For what it's worth, Hines Ward is a receiver. No player is more open to cheap shots than a receiver. The guy may be cheap and dirty, but he's out there stretching out across the middle as much as any other player. He may get his one day, but I don't think he'll hide from it.
Having said that, I detest his style. Receivers probably have more chances to cheap shot guys when they come back to block because they are often moving in the opposite direction from the play. It's a blind side waiting to happen and he rarely misses the chance to deliver a nasty one.
